I'm confused. You state that there is a problem, and that you want to report it, but you don't want to get the police involved? What is it that you would like to see done? Report it to the police! ASU Police Dept if it's on campus, or what ever agency's jurisdiction it is in. Phoenix PD has an alcohol squad - call them, they will either address the problem themselves or refer it to the correct law enforcement agency. The alcohol squad also does education - not just enforcement.

Being close to ASU, we often find flyers on our cars at local businesses to attend keggers. In fact, I am completely against mass number of kids drinking together. Even college aged kids who are underage have no clue of their consequences. I may be 28, and I may have been to a few parties, but never around huge groups of kids. There is a huge 400-500 kid party going on tonight at 48th st and van buren. The flyers advertise no cops, no neighbors, and how to get to 711 by walking. They advertise drinking contests where kids win money, longest keg stands, etc. What is worse, is that they recommend 2 girls per guy to go, which leads to even more problems. I was just wondering, how do people report problems without getting police involved, or is that just something we have to do as a community?
